<P><FONT face="黑体">一、核实范?/FONT></P>
<P><FONT face="仿宋_GB2312">盐池县政府所有融资平台；实际承担了公益性项目融资或政府为其债务提供了担保、承诺的国有企业及下属公司（可由母公司统一填报）；行政事业单位?/FONT></P>
<P><FONT face="黑体">二、核实内?/FONT></P>
<P><FONT face="仿宋_GB2312">此次核实的隐形债务，是指地方政府在法定限额之外采取由财政资金偿还或担保等方式举借的债务。主要包括地方国有企事业单位等替政府举借的债务，由政府提供担保或财政资金支持偿还；地方政府在实施政府投资基金、政府和社会资本合作?/FONT>PPP<FONT face="仿宋_GB2312">）、政府购买服务等过程中，通过签订合同约定回购投资本金、承诺保底收益等形成的政府中长期支出事项。需注意不包括已纳入</FONT><FONT face="Times New Roman">2014</FONT><FONT face="仿宋_GB2312">年末清理甄别结果的（即地方政府性债务管理系统中统计的）地方政府债务?/FONT></P>
