<P><FONT face="黑体">一、置换债券的相关政?/FONT></P>
<P><FONT face="仿宋_GB2312">根据财政部要求，</FONT>2018<FONT face="仿宋_GB2312">?/FONT><FONT face="Times New Roman">8</FONT><FONT face="仿宋_GB2312">月底前，各省区必须完成非政府债券类型的政府存量债务（以下简称存量债务）置换工作，对于不能按时完成的省区，财政部将收回相应的政府债务限额；对未完成置换的存量债务，由原债务人依法承担偿债责任，偿债来源只能通过财政预算或其他自有资金偿还，不能再通过发行政府债券置换和滚动置换?/FONT></P>
<P><FONT face="黑体">二、相关要?/FONT></P>
<P><FONT face="仿宋_GB2312">核销存量债务，各单位指定专人负责对系统内政府债务进行清理审核，对于已经使用财政资金偿还的债务、因政策原因等明确不需要偿还的债务提供相关手续予以核销；对于未化解的存量债务，各单位要加大统筹协调力度，加快推进工程决算审计等准备工作；对实际工作中可能出现的无法及时完成工程决算、债权人无法联系等情况，导致存量债务确实无法完成置换的，由各单位?/FONT>8<FONT face="仿宋_GB2312">月底前自行筹措资金偿还或核销?/FONT></P>
<P><FONT face="仿宋_GB2312">此次存量债务清理结果请于</FONT>4<FONT face="仿宋_GB2312">?/FONT><FONT face="Times New Roman">10</FONT><FONT face="仿宋_GB2312">日前以单位正式文件报送县财政局各业务股室，需详细说明具体偿债资金来源及债务核销的政策依据和必须履行的法律手续。针对可以在</FONT><FONT face="Times New Roman">8</FONT><FONT face="仿宋_GB2312">月份之前进行置换的存量债务，各单位需与债权人加强沟通协商，做好债权解除前期准备工作，并报送存量债务对应各债权人的联系方式、银行账号等信息，债务单位对相关信息的真实性、准确性负责，确保置换债券资金到位后可以立即支付?/FONT></P>
